Analysis of the overall decision-making in response to the UNFCCC and Paris Agreement Rules

Under the global legal framework on environment for climate actions, both the Kyoto Protocol and the Doha Amendment aim to show up greater ambition s for pre 2020 carbon reductions, while the Paris Agreement seeks to globally drive post 2020 deeper decarbonization pathway and Just Transition in coming decade s. If effectively implemented, the Paris Agreement is expected to have profound results in the global goal of achieving the net zero emission in the future. As climate change knowledge entails the professions in cross disciplinaries, countries around the world have been integrate d scientific results and technology research and development activities into national climate policies, being part of the strategies related to economic growth, low carbon society and international affairs. Climate action s are no longer considered as a cost but rather a source of competitiveness, and are expected to play a major role in business activities and people's livelihoods. In this regard, to achieve a balanced climate policy, energy security and stable provision ,UNFCCC parties should pur sue a mitigation pathway with cost effectiveness and the lowest cost , as well as stimulate economic growth and develop sustainable environment policies In response to “Talanoa Call for Action" for the building a low carbon resilient future. Ambitious national targets, policies, legislation , and incentives aiming at carbon reductions must be able to promote thriving green energy industry and maximize speedy development of good quality and cost effective energy supply. The Greenhouse Gas Reduction and Management Act in Taiwan should follow the same track with the Paris Agreement and seek to create opportunities in the development of international climate rules as a non Party stakeholder, deepen the influence of non Party stakeholders in the formulation of international climate guild lines, correctly grasp the trend of international consultations, and timely incorporate climate policy measures for domestic development and create more green opportunities for industrial competition and international competitiveness. Accordingly, this project continues to follow the UNFCCC process and develop strategies for corresponding issues. The major tasks and objectives include: 1. Studying the progress in the UNFCCC and the Paris Agreement Work Programme for Taiwan, in responding to the international compliance mechanisms; 2. Following the perspective on climate governance of the Katowice Climate Package and putting forward the responding policies; 3. Organizing the preparatory work for Taiwan EPA to participate in the conference activities of the UN Framework Convention on Climate Change; 4. Analyzing the international negotiations and relevant methodologies of the Response Measure under the UNFCCC.
